1. POLOFF delivered referenced demarche and non-paper to MFA
D1 Director for UN and International Organizations and
Conferences, Ambassador Alexandros Rallis on March 21.
Rallis delegated the matter to his staff, Loukas Tsokos, who
informed POLOFF on March 28 that he would brief Greek
delegates on the seemingly innocuous U.S. proposal in advance
of the Australian Group's April Plenary session in Paris.
Because Tsokos lacks a technical medical expertise, he was
reluctant to commit to expressing Greek outright support for
the proposal at this time.
