(C) On March 4, 2008, EmbOff delivered reftel points on UN Security Council Resolution (UNSCR) 1803 on Iran to MFA First Counselor Dionyssios Kyvetos. Kyvetos responded that the GOG was acting in accordance with EU regulations regarding the passing of the resolution. He added that his German counterparts had expressed some concern over the inclusion of Bank Saderat in the text of UNSCR 1803 and had referenced Mellon Bank's involvement. The U.S. cut off Bank Saderat from the U.S. financial system on September 12, 2006 due to its terrorist-financing activities and implemented a new round of sanctions against dealings with the bank on October 25, 2007. (NOTE: We understand that U.S.-based Mellon Bank has an outstanding claim filed in April 1993 against Bank Saderat to recover principal and interest on financial transactions.
