(C) The Ambasassador delivered reftel demarche encouraging support for UNGA Third Committee human rights resolutions on Iran, NORTH Korea, and Burma to Deputy Foreign Minister Kairat Sarybay on November 12. The Ambassador requested that Kazakhstan once again support the NORTH KOREA and Burma resolutions, as it had done last year. He also urged that Kazakhstan abstain or not be present for the vote on a no-action motion on the Iranian resolution, rather than voting in favor, as in previous years. He further asked that Kazakhstan support the Iranian resolution itself, rather than voting against it, which it had done last year. The Ambassador gave Sarybay a non-paper with additional details and requested that the Kazakhstani government inform us of its voting intentions as soon as possible. Sarybay promised that the MFA would review our request and provide a substantive response expeditiously. HOAGLAND
