1. (SBU) We delivered reftel points and non-paper requesting
support from Nuclear Suppliers Group (NSG) participating
governments for amending NSG guidelines on transfers of
enrichment and reprocessing technology and equipment on
November 10 to Sergey Savelyev, Deputy Director of the MFA,s
Department of Multilateral Cooperation. Savelyev responded
that he understood the U.S. position and anticipated the
Kazakhstani government would be willing to accept the U.S.
proposal. Savelyev said he would report any further comments
back to us.
