¶1. (U) Sensitive but unclassified. Not for public Internet.
¶2. (U) On October 17, President Nazarbayev's son-in-law, Timur
Kulibayev, was appointed as one of two Deputy Chairman of the
Management Board of the Samruk-Kazyna National Welfare Fund, which
was established on October 13 through the merger of the Samruk state
assets holding company and the Kazyna Sustainable Development Fund,
ostensibly as a means to help Kazakhstan deal with the global
financial crisis. Arman Dunayev, the former head of Kazyna, was
named as the second Deputy Chairman. As reported in reftel, Kairat
Kelimbetov will head Samruk-Kazyna as Chairman of the Management
Board. In addition, Prime Minister Masimov will serve as Chairman
of Samruk-Kazyna's outside Board of Directors.
¶3. (SBU) COMMENT: While the terminology may be somewhat confusing,
the chairman of a management board in Kazakhstan is the equivalent
of a corporate president or CEO in the United States. This means
that Kulibayev and Dunayev will effectively be Samruk-Kazyna's two
senior vice presidents. Along with his Samruk-Kazyna appointment,
Kulibayev was simultaneously recommended for appointment as Chairman
of the outside Board of Directors of KazAtomProm, the state's
nuclear holding company. Kulibayev had not held any official
appointment since he was relieved of his duties as Deputy Chairman
of the Management Board of Samruk in September 2007, when President
Nazarbayev moved to sideline his remaining relatives following his
falling out with his former son-in-law, Rakhat Aliyev. Since that
time, Kulibayev's only position was as head of KazEnergy, a private
industry association of oil and gas companies. In recent months,
Kulibayev had become more publicly visible and vocal on energy
issues. His appointment to Samruk-Kazyna and likely appointment to
KazAtomProm indicate that he has been rehabilitated and will once
again be a preeminent force to be reckoned with on the energy,
economic, and political fronts. END COMMENT.
