Savalyev did not provide any additional information on the actions Kazakhstan took concerning this flight nor on the Government of Kazakhstan's policies regarding overflight clearance for similar flights. However, he expressed Kazakhstan's continuing commitment to preventing flights of proliferation concern. ¶2. (S) Savelyev thanked the USG for its promise to provide a response to his inquiry regarding how other countries in the region are dealing with such flights. He explained that this information would assist him in explaining Kazakhstan's crucial role in non-proliferation to senior Kazakhstani government officials. Savalyev also asked how the United States can be certain that this flight was not redirected through other countries in the region, in particular China and Pakistan. Savalyev stated that for the Government of Kazakhstan, understanding China's position on DPRK-Iran flights was "crucially important." ORDWAY
