(C) CDA met with MFA Director of the Euro-Americas Division,
Tsehaye Fassil, on September 4. Tsehaye said the GSE had not
decided whether it would recognize Kosovo's independence, nor
had it developed a position on the Serbia's proposal to refer
the matter to the ICJ (reftel). He was receptive to the U.S.
arguments and promised to explore the matter further with
colleagues, indicating he would contact Post if MFA developed
a stance on the issue.
