1. (C) Turkmenistan and Iran have reached an agreement on
gas. According to Turkish Ambassador Huseyin Bichkali, who
was informed by the Iranian ambassador, Turkmenistan and Iran
have agreed that Iran will pay $175 per tcm for a five-year
period. Bichkali said the accord was reached several weeks
ago.


2. (C) COMMENT: We have heard separately from other sources
that Turkmenistan has continued to deliver oil at a rate of 8
billion cubic meters per year since resuming gas shipments in
April (Ref. A). This is contrary to reports that
Turkmenistan had agreed to an Iranian request to increase gas
exports. The Government of Turkmenistan almost certainly
views this as a victory, which increases the likelihood that
the Turkmen could again resort to hardball tactics (Ref. B)
to ensure that Iran continues to pay prices comparable to
what Turkmenistan is receiving from other countries. END
