1. (C) President Berdimuhamedov's son-in-law, Yhlasgeldi
Amanov (DPOB: Ashgabat, July 19, 1983),is currently living
in London and setting up an overseas office of the State
Agency for Management and Use of Hydrocarbon Resources,
according to UK embassy sources. At first, the British were
unaware of who he was and what exactly he planned to do in
the UK. Amanov applied for a visa several weeks ago to
"scout for a location for the office" and received the
appropriate business visa for an exploratory visit. However,
when he landed in London, he told the immigration official
that he planned to head the office and work there for at
least a year. As soon as the immigration official told
Amanov he was going to be denied entry because he had the
wrong visa, Amanov called the Turkmenistan embassy, which
informed the MFA in Ashgabat. MFA let the Presidential
apparat know, after which the British embassy was contacted
to correct the problem. Needless to say, at that point the
British discovered Amanov's ties to the president, and Amanov
and his family were admitted entry.
2. (C) Amanov is living in the UK with his wife, Guljahan
(DPOB: Ashgabat, January 1, 1985),and son, Ysmail (DPOB:
Ashgabat, March 17, 2005). Guljahan is now working at
Turkmenistan's embassy in London.
3. (C) COMMENT: While we do not know a lot about
Berdimuhamedov's family, it seems that we learn more every
time one gets a government position. It had been rumored
that former State Agency Executive Director Bayrammurat
Muradov might become the head of the State Agency's London
office. Apparently, he won't. According to sources, Muradov
remains jobless. END COMMENT.
4. (C) We will fax a copy of the first page of Amanov's visa
application, with his photo to SCA/CEN.
