1. (SBU) The October 14 issue of Neytralniy Turkmenistan
contained an order appointing 35 year-old Annaguly
Redjebovich Deryayev Minister of Oil and Gas Industry and
Resources. Deryayev was born in 1973 in Ekerem in Balkan
province. He graduated from the Turkmenistan Polytechnical
Institute in 1994 with a mineral engineering degree. From
1994-1995, he worked as a drill operator and boring expert in
the drilling of exploratory wells in Gotur Depe for the
Turkmennebit (Turkmen Oil) State Concern. For two years he
was engaged in graduate studies at the Turkmen Polytechnical
Institute. In 1997-1998 he served in the military. From
1998-2002 he was the leading technical engineer, deputy, then
head of a drilling technology department of Turkmennebit's
drilling organ, "Burnebitgaz." Since 2002, he has been,
successively, the chief of Turkmennebit's central drilling
administration, a deputy chairman, and finally, first deputy
chairman of the Concern.
2. (SBU) Deryayev replaced the older Bayramgeldy Nedirov,
who had been the acting Minister of Oil and Gas Industry and
Resources since late August 2008. It is unclear why Deryayev
was tapped as Minister. Nedirov had been Deputy Minister
there since the spring of 2007, and brought a strong
educational background and experience in oil and gas
exploration with him. Nedirov remains as Deputy Minister.
3. (SBU) COMMENT: While Nedirov's education and experience
are deeper than Deryayev's, and neither man is of the Ahal
tribe, Berdimuhamedov may have sought a younger professional
to oversee the ministry's monumental efforts to technically
develop Turkmen oil and gas fields and construct new
petrochemical facilities. Deryayev, however, will have a
steep learning curve ahead of him as he works to implement
the president's ambitious plans for the sector. END COMMENT.
