1. (C) Wintershall manager Kal Sandhu told Charge October 3
that Deputy Chairman for Oil and Gas Tachberdi Tagiyev had
recently told him that the just completed Gaffney-Kline audit
shows that Turkmenistan has 24 trillion cubic meters in gas
reserves in South Yoloten, Osman, and Yashlar fields.
Tagiyev had shared this information during a meeting with
visiting Wintershall board members. Tagiyev also said the
results would be released publicly at the end of October in a
meeting with the diplomatic corps.
2. (C) COMMENT: We had heard from other sources (reftels)
that audit results would show huge reserves. It is no wonder
that Turkmen officials are confident about their resources.
Nevertheless, having a vast reserve of natural gas and being
able to extract it are two different things. We remain
convinced that the Turkmen will be unable to meet production
goals without the help of western majors. END COMMENT.
