(U) On December 23, the Charge and Russian DCM Dmitri Kirizliev delivered reftel joint demarche to MFA Secretary General Mboara Andrianarimanana, inviting Malagasy participation in the 2009 Global Initiative plenary meeting in The Hague. He responded that the GOM intends to be present, most likely by sending representation from an embassy in the region. (NOTE: Madagascar has nearby embassies in France, Belgium, and Germany.) ¶2. (SBU) Mboara repeated Madagascar's interest in participating in this initiative (reftel B),despite the lack of any domestic or regional nuclear activity. Just back from Russia, he had been pushing for increased cooperation or exchange opportunities with the Russian government on counter-terrorism, and this plenary meeting will provide a low-cost means of demonstrating Malagasy support on the issue.
