1. (SBU) On December 17, EmbOff delivered reftel demarche to
Acting Director of Multilateral Cooperation Harifera
Rabemananjara. Rabemananjara confirmed that the GOM's
position on both the non-action motion and the human rights
resolution remained unchanged, and said that Madagascar would
likely be absent from the upcoming vote in the plenary
session.
