1. (SBU) On September 19, EmbOff delivered reftel demarche to
Harifera Rabemananjara, Acting Director of Multilateral
Cooperation, and Misalintsoa Irodia, Acting Secretary
General, at the Malagasy MFA. Rabemananjara said she would
pass our key points to the Malagasy mission in New York, but
cautioned that the Minister of Foreign Affairs himself would
likely be leaving New York the same day as the Community of
Democracies Ministers' meeting. She said that Madagascar's
Ambassador to the U.N. may participate. She was unable to
speculate on the delegation's intent concerning individual
U.S. priorities.
