1. (S) In response to a query during Ambassador,s January 15
meeting with MFA U/S Apakan (septel) on ref a shipment to
Pakistan, MFA Deputy Director General for Nonproliferation
and Arms Control Ahmet Gun told Ambassador that an
interagency investigation of the Istanbul firm "Spinner Takim
Tezgahlari Sanoy ve Ticaret, Ltd." has shown that the device
the company exported to Pakistan was documented as a computer
numerically controlled three-axis machining center, not a
five-axis device. Thus, according to the MFA, the equipment
is not an item controlled under the Wassenaar Arrangement or
by the Nuclear Suppliers Group. According to Gun, the
equipment sold to the Pakistani firm "New Auto Engineering"
was manufactured in Taiwan, not Germany, and had been
legitimately re-exported by Spinner.
2. (S) Gun also stated that the investigation, which he
characterized as deep and fast, revealed that Spinner had in
fact imported a five-axis machining center from Germany like
the device described in ref a, but that this equipment had
been sold under proper license and end user checks to a "very
clean" company in Turkey.
3. (S) Based on the evidence uncovered in the investigation,
Gun said he considers this case to be closed. Gun noted that
the number of cases the GOT has been asked to investigate has
increased, in part from the U.S., but also from other Western
allies. Inaccurate intelligence or incomplete information
damages MFA's credibility with the GOT,s interagency
bureaucracy responsible for such investigations. Gun
emphasized Turkey's strong counter-proliferation record and
pledged to continue to positive cooperation with the U.S.
