(S) We presented reftel points on April 25 to MFA Aviation
Department Head Hamit Olcay and thanked Olcay for MFA's
alerting us to its receipt of overflight clearance request
for the suspect Air Koryo flight scheduled for April 28.
Olcay confirmed that the flight details we provided matched
those of the overflight clearance request his department had
received. He told us that MFA had granted overflight
clearance to this Il-62 flight from Pyongyang, but on the
condition that the aircraft land in Diyarbakir, Turkey, for a
full inspection. As of April 25, there had been no reply
from Koryo Air.
