(S) We delivered ref C points as non-paper to MFA Head of Department for Disarmament and Nonproliferation Elif Ulgen on April 1. Ulgen appreciated the additional information and stated she would share it with other agencies involved in the investigation. She provided the following update on GOT actions taken against the firm Tet Makina Metal Sanayi ve Ticaeret: -- Turkish intelligence and law enforcement agencies have been closely monitoring Tet Makina Metal's activities "for some time;" and -- Turkish Customs has recently added Tet Makina Metal to its watch list alert system. Elif explained that this means if the firm attempts to apply for an export license for any products, the application will be automatically flagged electronically and stopped for review. ¶2. (S) Ulgen offered her view that given the on-going scrutiny of Tet Makina, it would be very difficult for the firm to export anything.
