1. (U) This is an action request. Please see para 3.


2. (S) We delivered reftel points to MFA Deputy Director
General for Disarmament and Nonproliferation Ahmet Gun on
March 10. Gun pledged to investigate the matter on an urgent
basis, and immediately inform all relevant agencies,
including the Foreign Trade Undersecretariat. He asked us to
provide additional information on the specifications of the
machinery, including, if possible, its country of origin. He
noted it will require interagency coordination to take the
action that we are requesting, and that the more information
we can provide to his office showing that the items are
clearly subject to controls under the various export control
regimes, the stronger his hand will be in demanding other
agencies take appropriate action. Gun also asked us to
confirm that the machines in question contain four or more
axes. We stressed that we stand by the reftel information
and asked him to take action on the basis of that
information, but agreed to check whether additional details
regarding the machinery's specifications are available and
releasable to the GOT.


3. (S) Request Department provide by March 11 any additional
releasable information that would be helpful to GOT efforts
to halt the shipment of reftel equipment.
