1. (U) On February 21, Turkish President Abdullah Gul sent a
message to Armenian President-elect Sargsyan, addressing him
as "Esteemed President," and congratulating him on his
election victory (see full text, para 4). Gul expressed his
wish that their joint efforts would contribute to stability,
confidence and cooperation in the region. The message is
currently posted on the Turkish Presidency's website.
2. (C) MFA South Caucasus deskoff Yavuz Kul stressed this
was no ordinary letter; it was meant to "seize the
opportunity." He told us his department had drafted the
message in advance of the election, expecting Sargsyan's
victory. The warm message was meant to recognize PM
Sargsyan's favorable past commentary on Turkey-Armenia
relations and the contacts Sargsyan's representatives had
made with the Turkish EMBASSY in Washington, indicating a
desire to move forward. Turkey is ready "if Armenia takes a
step."
3. (C) Kul said the message was conveyed to Yerevan through
the Turkish EMBASSY in Tbilisi, which serves as Turkey's "de
facto" representation to Yerevan.

4. (U) BEGIN TEXT:
Esteemed President,
I congratulate you on behalf of the Turkish nation and myself
for your election for Presidency of Armenia.
I hope that your new duty will provide opportunity for
creation of the necessary medium for normalization of
relations between Turkish and Armenian people who had proven
for centuries that they can live together in peace and
harmony.
I sincerely wish that our joint efforts will create an
atmosphere based on stability, mutual confidence and
cooperation that would contribute in peace and prosperity in
our region.
On this occasion, I convey you my wishes of health and
happiness for you and comfort and prosperity for Armenian
people.
