1. (C) Economic Counselor delivered reftel demarche on
November 13 to Ibrahim Yagli, Acting Department Head for
Multilateral Economic Affairs at MFA. Econ Counselor
emphasized that we were responding to the Minister's
non-offical request to explore a Fed swap line as an option
(reftel B),and that the Fed's position was not Turkey
specific, but rather that it was not inclined to open new
swap lines with anyone at this time. Yagli said he would
ensure that our message was delivered to Simsek, who was
enroute to New York with the GOT G-20 delegation. He noted
the irony of the Fed referring Turkey to the IMF, when the
context of Minister Simsek's inquiry about a swap line was in
case Turkey could not reach agreement with the Fund.
