1. (SBU) The MFA confirmed on November 10 that the GOT will
be represented at the November 13-14 Global Initiative
Exercise Planning Group meeting (ref a) by Hasan Huseyin
Gercek, a superintendent from the Ministry of Interior's
Directorate General for Security Affairs.


2. (C) Comment: To our knowledge, this marks the first time
Turkey has sent an official from Ankara to attend a Global
Initiative-related event since Cyprus joined the initiative
in 2007. While we are encouraged that Turkey is sending a
participant from capital, we do not believe this decision
reflects a change in Turkey's general approach towards the
Global Initiative. As MFA DDG for Nonproliferation and
Disarmament Ahmet Gun told us when we initially delivered the
demarche (ref b),Turkey will send a representative to expert
or technical-level meetings if the subject matter is of
interest, but will not send senior-level officials to attend
GI-related meetings that are of a "political nature."
