(C) Post delivered reftel demarche to Mr. Cem Utkan in the
MFA Office of Maritime and Aviation Affairs. Mr. Utkan noted
that the GOT will consider our concerns in the context of
Turkey's EU accession process and promised to relay any
comments after they had the opportunity to analyze the
problem. He further noted that Turkey is very familiar with
the tendency of the EU to phrase its maritime and aviation
regulations in such a way as to impact states outside its own
borders, in the belief that prevailing international
standards are insufficient.
