(C) MFA Balkans Department Head Ilhan Saygili told us that
the GOT has not officially adopted a decision on the Kosovo
ICJ Resolution. Nevertheless, the Balkans Department has
drafted a proposal that Turkey vote against the resolution as
well as actively advocate for a similar vote from other
countries which have recognized Kosovo while encouraging
against abstention. Saygili noted that as UNGA quorum is
determined by the total number of affirmative or negative
votes cast, an abstention would be as counterproductive as a
'yes.'
