1. (SBU) On June 6, we shared reftel points with Metin
Ergin, Office Director for Security Affairs at the Turkish
Ministry of Foreign Affairs. Ergin thanked us for the
information, and said he would share it promptly with all
appropriate parties in the Government of Turkey.


2. (S) In Reftel B, Ergin expressed frustration with the
bureaucratic process to enact asset freezes and build an
airtight case against terrorist financiers that will
withstand legal challenge. At the meeting on June 6, he
noted the need to have an entity within the GOT to manage
frozen assets until the final resolution of a terrorism
finance case. These assets might take the form of bank
deposits, real estate, or corporations. The latter case
would require significant management time and expertise. He
suggested that such an entity should operate under the
auspices of MASAK, Turkey's financial intelligence unit.
