(C) Ambassador met with Chief of the ROYAL Court, Naser Lozi, on December 13 and discussed progress on Jordan,s 123 Agreement. Lozi explained that Jordanian officials were still reviewing the points that the U.S. had proposed Jordan use in its letter of assurances (ref b). He acknowledged that Jordan was considering changing some of the language in the points, but was confident it would be able to provide a letter acceptable to the U.S. ¶2. (C) Having read press reports about the status of the UAE,s 123 Agreement, Lozi asked whether the UAE had been required to provide a similar letter. Ambassador responded that he was confident the UAE was undertaking in a clear and unambiguous way the same key commitments that the U.S. was seeking from Jordan, including commitments to work only with the governments and other entities clearly committed to nuclear nonproliferation and not to pursue uranium enrichment and nuclear fuel reprocessing. Ambassador further explained that Congress, as well as the Administration, would require such commitments. ¶3. (C) Ambassador urged Jordan to move forward as quickly as possible, reminding Lozi that after the agreement was signed, it would be submitted to Congress for 90 days of continuous review.
