1. (S) PolCouns and DATT delivered Ref A demarche to the
Chairman of the Joint Chiefs of Staff General Khaled Sarayreh
on September 29. Emboffs paid special attention to the
ramifications for Jordan's field hospital in Fallujah, Iraq,
and its Special Operations Forces protecting the hospital.
Emboffs explained that U.S. CENTCOM has not yet determined
whether Coalition Support Funds (CSF) will remain available
to the field hospital beyond 2008, but that the Embassy would
keep the GOJ apprised.
2. (S) Sarayreh was initially skeptical that Jordan could
maintain the hospital in Fallujah if it were not under the
U.S. umbrella, but subsequently suggested that Jordan could
do so as long as either the USG or Government of Iraq (GOI)
provided funding and security. Sarayreh concluded by
articulating three options: the hospital remains under the
U.S. umbrella, both in terms of security and funding; the GOI
funds and protects the hospital; or Jordan withdraws the
hospital.
3. (S) Post will continue to work the funding issue with
CENTCOM and the interagency, and will reengage the GOJ with
final options.
