1. (SBU) On January 23, head of the Public Security
Directorate Major General Mazen Al-Qadi and Ambassador Hale
signed the latest amendments to the Jordan International
Police Training Center (JIPTC) Letter of Agreement that
provide for the training of Palestinian Authority National
Security Forces (NSF) and Presidential Guard (PG) at JIPTC.
Per reftel instructions, polmiloff will send the original
signed agreement documents to INL/RM via pouch.
2. (C) On January 24, 604 Palestinian Authority National
Security Forces personnel entered Jordan to begin training at
JIPTC. After gathering in Jericho, the NSF forces entered
Jordan relatively smoothly (six individuals were denied entry
by Jordan for security reasons) and are NOW residing at
JIPTC. Training for the NSF begins January 26. PA
Presidential Guard personnel - 440 in total - are scheduled
to arrive in Jordan on February 14 and to begin training on
February 16.
