1. (C) Jordanian Prime Minister Dahabi told Ambassador on
May 10 that he was working out a date for Iraqi PM Maliki to
visit Jordan very soon. Maliki had approached Jordanian FM
Bashir at the Kuwait Neighbors meeting to propose a visit.
The Jordanians are also trying to work out visits by Maliki
to Saudi Arabia and the UAE, but adding those stops is not a
Jordanian pre-condition to an Amman visit. Dahabi said he
was pleased that Maliki seems to have realized "finally" that
Iran and Syria were acting contrary to Iraqi interests. He
also said Jordan was ready to send an Ambassador back to
Iraq, once security arrangements were settled.
2. (C) Dahabi was upbeat about the opportunity this visit
offered to change the direction of the Jordan-Iraq
relationship. The supply of Iraqi oil to Jordan, Iraqi
investment in Jordan, and greater Iraqi assistance for Iraqi
refugees in Jordan were among his objectives. Asked about an
agreement on Iraq's $1.3 billion in debt held by Jordan, the
PM said "we're working on it."
3. (C) Separately, Finance Minister Kasasbeh told the
Ambassador on May 11 that his Iraqi counterpart, Bayan Jabr,
would be invited to Jordan in June to finalize a bilateral
agreement on the debt. In response to U.S. requests, he
said, the GOJ had offered to cancel the interest, which was
30 percent of the total debt, and to reschedule the
principle. The Jordanians are waiting for a reply.
