(C) FBI Director Mueller raised with Prime Minister Nader Dahabi and GID Director Mohammed Dahabi the status of the U.S.-Jordan extradition treaty during an April 8 visit. Note: The treaty, which was enacted as a provisional statute by the late King Hussein, was effectively declared unconstitutional by Jordan's High Court of Justice. It awaits re-introduction in Jordan's parliament - a move that successive Ambassadors and USG officials have raised with the King and multiple governments, to no avail (reftels). End Note. ¶2. (C) Following up on Director Mueller's meeting, the Ambassador presented a non-paper on the need for and status of the treaty to Prime Minister Nader Dahabi and Chief of the Royal Court Bassem Awadallah (he had prior discussion of it with Foreign Minister Bashir). The Ambassador urged Dahabi and Awadallah to bring the extradition treaty before parliament for ratification, and emphasized that the current alignment of ministers and parliamentarians points to an easier legislative course than in the past. Post will report septel on government reaction and further developments regarding the extradition treaty, while continuing to urge Jordanian action. HALE
