1. (S) We delivered reftel demarche February 13, highlighting
U.S. humanitarian concerns with the use of cluster munitions,
and expressing U.S. support for the ongoing negotiations on
ths issue within the Convention on Conventional Weapons. We
urged Algeria not to adopt any language that would interfere
with cooperation efforts aimed at non-state parties. Rachid
Ouali, MFA's newly-appointed deputy director for the United
States, offered no immediate reaction but promised to deliver
the reftel points we gave him to the appropriate Algerian
government offices.
