(C) We delivered reftel demarche November 18 to MFA Director
of North American Affairs Abdellah Laouari urging Algeria to
vote against the no-action motion facing the Third Committee
resolution on the human rights situation in Iran. Laouari
undertook to convey the request to the MFA's multilateral
affairs directorate of political and international security
issues. Laouari explained that the appropriate official from
that office was still in New York for UNGA and other UN
meetings (Note: We had unsuccessfully sought a meeting with
him. End note.). Given Algeria's support both for the
no-action motion and for the actual resolution in 2007,
coupled with the recent visit of the first vice president of
Iran, we have no reason to believe Algeria will join the
United States in opposing the resolution this year.
