Per reftel, Taiwan's Financial Supervisory Commission (FSC) issued a formal instruction on November 11, 2008, providing all banking institutions with information on three Gulf-based al-Qaida financiers added on October 10, 2008 to its list of entities/individuals subject to targeted sanctions. These three financiers are Khalifa Muhammad Turki Al-Subaiy, 'Abd Al-Rahman Muhammad Jaffar 'Ali, and Adil Huhammad Mahmud Abd Al-Khaliq. ¶2. In the instruction, the FSC directs Taiwan banking institutions to treat transactions with the designated individuals and their beneficiaries as suspected money laundering transactions, and instantly report these transactions to the Ministry of Justice Investigation Bureau for further investigation and action. ¶3.
