(U) Per reftel, Post provides the following five (5) submissions on anti-trafficking in persons project proposals for consideration of funding from FY 2008 INCLE and ESF appropriations. Responses are keyed to questions in paragraphs 20 and 21 of reftel. Full proposals will be sent via e-mail. ¶2. (U) Post solicited proposals from applicants using the following format. Identifying Information; Abstract; Problem Statement; Project Goals/Objectives/Implementation Plan; Organizational Capacity; Budget; Resumes. Five summaries provided below include the following: Name of the applicant; Requested funding amount; Project title; Project duration; Proposal abstract. Post assembled a team of three USAID officers knowledgeable of TIP content and/or evaluatory processes to assess proposals based upon objective criterion presented per reftel. Proposal abstracts are presented in the order in which they were rated. PROPOSAL SUMMARIES ¶3. (U) UNICEF-Ethiopia. Project title: Application to the Washington DC Trafficking in Persons office (G/TIP) via US Embassy in Ethiopia. Total requested funding amount: 465,621.20 USD. Indirect Costs: 30,461.20 (7%). Project duration: 2 years Proposal abstract: This proposal is grounded on 4 principles generated from the joint UNICEF and GoE Ministry of Labor and Social Affairs (MOLSA) 2007 study: strengthening prevention of trafficking, enhancing specialized service delivery, strengthening the capacity of relevant actors, and increasing the synergies and collaboration among service providers. The 3 main goals that the project proposes: a) strengthening prevention of trafficking among 10,000 youth clubs, with a specific focus on young adolescent girls. b) strengthening the successful delivery of psychological support for addressing post traumatic stress disorders of victims of trafficking in Addis Ababa and enabling their social reintegration. c) promoting capacity building and synergies among institutions and sectors working on trafficking issues for the creation of an integrated case management of cases of victims of trafficking. The proposal aims to raise awareness on trafficking among the 10,000 youth associations registered in Ethiopia; will make available to NGOs and institutions a set of specialized services to overcome post traumatic stress disorders experienced by victims of trafficking; and will build the capacity of judges, prosecutors, police, medical and social sectors on (a) developing an integrated case management of victims and (b) evidence gathering to increase conviction of perpetrators. For all interventions, the project intends to integrate the proposed activities with already existing efforts. All trainings will be inserted within relevant national training institutions' curricula to maximize institutionalization and long lasting impact. ¶4. International Organization for Migration (IOM) Title of Project: Stop Human Trafficking Now: Enhancing Institutional Capacities and Strategies to Prosecute Human Traffickers in Ethiopia. Total requested funding amount: USD 269,766. Indirect costs 12,846 USD, (5%). Project duration: 1 year Proposal abstract: The overall objective of the project is to strengthen the institutional capacities and strategies of the Ethiopian government to combat trafficking. The projects specific objectives include capacity building training of law enforcement officials (including investigative capacities of police as well as the judicial understanding of judges to prosecute and convict traffickers). The Project will seek to form task forces at the regional level while strengthening the institutional capacities of relevant Government bodies. IOM will continue to assist the Ethiopian Government in developing at Federal and Regional levels a database to collect, analyze and manage data on prosecution of trafficking cases. Training will also be organized as part of the mechanisms to strengthen the institutional capacities of GoE bodies to combat trafficking. IOM will collaborate with NGOs functioning in the regions to raise awareness of the general public. IOM will organize a study tour to one destination country with best practices in prosecuting cases of human trafficking. ¶5. International Labour Office (ILO),sub-regional office, Addis Ababa. Project title: Combating Trafficking of Ethiopian Domestic Workers to Middle Eastern Countries. Requested total funding amount: 415,000 USD. Total indirect costs: 70,000 USD (16%). Project duration: 2 years Proposal abstract: ILO plans to implement activities aimed at combating illegal trafficking of women migrant workers. Planned activities include: awareness-raising on the dangers of trafficking, capacity building for the law enforcement authorities, i.e., the judiciary, prosecutors and police officials, as well as immigration and labor officials, and technical assistance on improving the national anti-trafficking legislation. By the end of the project period, relevant stakeholders will have been sensitized on the dangers of trafficking, new legislation will be ready to be presented to the House of Representatives (Parliament),the capacity of law enforcement officials and the judiciary will be enhanced to prosecute perpetrators of trafficking, and the capacity of the Government improved in view of entering bilateral migration treaties with receiving countries. The planned activities will be implemented in partnership with the ILO International Training Centre, Turin (ITC) and ILO Headquarters, as well as relevant UN agencies, in partnership with the Ethiopian Training Centre for Judges and Prosecutors, mainly. ¶6. Pathfinder International. Project title: Preventing the Trafficking of Women and Girls in Ethiopia. Total requested funding amount: USD 500,000 USD. Indirect Costs 53,571 USD, (12%). Project duration: 3 years Proposal abstract: Pathfinder proposes to build on its current Women and Girls Empowerment Project to implement a comprehensive project to improve awareness of trafficking at the community level, strengthen the prosecution of those who engage in trafficking, and improve support services for women and children who have experienced trafficking. The project will focus on three high risk areas: Addis Ababa, Amhara, and the Southern Nations, Nationalities and People's Region (SNNPR),and will support five specific objectives: increasing community awareness about the dangers of trafficking; building the capacity of community based organizations to prevent trafficking; enhancing the ability of families and communities to protect themselves, and especially their children from trafficking; and strengthening legislative and policy actions against trafficking. Pathfinder will build upon its strong relationships, developed over many years with government agencies, NGOs, and other members of civil society, to implement a project to raise awareness of trafficking among key populations in project communities, including women and girls, community leaders, members of the judiciary, and law enforcement officers, and economic and educational opportunities will be increased for hundreds of women and girls who are at risk of, or have experienced, trafficking. ¶7. Good Samaritans. Project title: Project proposal to prevent in-land & cross border trafficking and improve the life of women & young girls affected by trafficking. Requested funding amount: 289,898.19 USD. Indirect Costs=44,247 USD (15%). Project duration: 2 years Proposal abstract: The Good Samaritan Association is an indigenous NGO that strives to see women and children lead a life free from gender based violence, ill health and trafficking. The association works with the marginalized segments of the population, with special focus to women and children with the goal of bringing quality life. It seeks to: a) conduct a baseline survey to identify the root causes of in -land and cross-border migration especially to the city of Addis Ababa; b) select areas in international conventions for advocacy awareness creation and promotional activities; c) solicit advocates and expertise in the area of human rights, gender based violence, domestic laws such as the civil and criminal codes; d) promote constitutional rights, international conventions, anti-trafficking activities; e) develop, print and distribute brochures and posters on illegal trafficking; f) organize three sessions of panel discussions on TV in two languages with stakeholders and professionals; g) organize consultative workshops with federal, regional officials, sector office heads, FBO's, CSO's associations (police, justice) in Amhara and Tigray regions; h) provide food, shelter and medical services and reunify survivors of trafficking with the family/ parents/ guardians; i) provide skill training and self-help income generating schemes for trafficked victims; j) establish rehabilitation center for survivors of trafficked victims; k) rehabilitate 50 women / girls for three months including, counseling, medical services, reunify repatriates, compatriots and IGA; l) conduct quarterly monitoring and project final evaluation; m) develop, familiarize, disseminate and translate the counselors' manual of trafficked women into local languages.
