Ethiopia to Send Only Gunships to Darfur, No Transports

1. (C) Ethiopian National Defense Force (ENDF) Chief of
Staff General Samora told the DATT on October 23 that
Ethiopia was now planning to send only five MI-24/35 HIND
helicopter gunships to Darfur as part of its United Nations
Mission in Darfur (UNAMID) deployment package. Samora also
said that Ethiopia was no longer planning to send any MI-17
transport helicopters to Sudan. He gave no reason for the
change. Ethiopia previously had been planning to send four
gunships and two transport helicopters (Reftel).

2. (C) EmbOffs will continue to press the Ethiopian
government on the helicopter issue, but it is evident that
the Ethiopians cannot make up their mind what aircraft to
send. End Comment.
