1. (SBU) On April 1 PolOffs delivered reftel demarche to Paul Essel,
MFA Director of International Organizations Affairs, urging Ghana to
support renewal of the mandate of the DPRK Special Rapporteur, and
to express our general support for country-specific resolutions
within the HRC. [NOTE: Due to the Easter holiday, post was unable
to secure an earlier appointment. END NOTE]. Mr. Essel confirmed
that Ghana shares U.S. concerns about human rights abuses in the
DPRK and said the MFA had instructed its mission to vote for
extending the mandate. He added that Japanese diplomats had
delivered a similar message regarding the North Korea resolution
earlier in the week.
