1. (U) Summary: Post has selected three senior level law enforcement
officials to attend the ILEA - Gaborone Training Needs Assessment
Conference, which will be held from April 14-16, 2008, in Gaborone,
Botswana. As a delegation, the selected officials are senior level
law enforcement personnel who have (1) the authority to recommend
curriculum content, (2) significant knowledge of law enforcement
training and (3) significant knowledge of law enforcement
operations. END Summary.
2. (U) Based upon a review of the curriculum offered by
ILEA-Gaborone, we have selected appropriate officials from the Ghana
Immigration Service, the Narcotics Control Board and the Ghana
Police Service's Criminal Investigations Department (CID). [NOTE:
The Ghana Police Service's CID is the equivalent of the FBI and the
Narcotics Control Board is the equivalent of the DEA. END NOTE].
3. (U) The names, ranks, DOBs and passport numbers of the selected
officials are: (1) George Brian Annan, Acting Superintendent of
Operations, Ghana Immigration Service, DOB: February 29, 1968,
passport#: H1110794; (2)Francis Kofi Torkornoo, Director for Demand
Reduction, Narcotics Control Board, DOB: May 12, 1961, passport#:
H0275635; and, (3) Simon Yao Afeku, Assistant Commissioner of
Police, CID, DOB: December 17, 1959, passport#: H1942977.
4. (U)The proposed itinerary for the delegation is: Departure from
Ghana via Kotoka International Airport on April 12, 2008, aboard
Kenya Airways flight 509 at 8:20pm and arrive in Nairobi at 5:00am
on April 13, 2008; depart on Kenya Airways flight 460 at 7:40am and
arrive in Johannesburg at 10:40am; depart Johannesburg aboard South
African Airways flight 1765 at 2:15pm and arrive in Gaborone at
3:20pm on April 13, 2008. On April 16, 2008, the delegation will
leave Gaborone aboard South African Airways flight 1768 at 6:40pm
and arrive in Johannesburg at 7:45pm; depart Johannesburg aboard
Kenya Airways flight 463 12:40am on April 17, 2008, and arrive in
Nairobi at 5:50am; depart Nairobi at 11:10am and arrive in Accra at
1:150pm on April 17, 2008.
5. (U) The total estimated cost of travel from Ghana to Gaborone is
$6891.00 [NOTE: Estimated cost per person: airfare and airport fees
is $2190.00; visa is $107.00. END NOTE].
