(S) Pol Chief delivered reftel demarche February 14 to
Adolphus Arthur, MFA Supervising Director for Political
Affairs, stressing U.S. opposition to efforts to ban cluster
munitions within the Oslo Process, and underlining our
concern regarding provisions in the draft agreement that
might affect IMET cooperation with countries like Ghana.
Arthur did not appear overly familiar with the issue, and was
not aware whether Ghana would be attending the Wellington
meetings. However, he said the GOG would carefully consider
USG concerns on this subject.
