STATE 13716 Classified By: Ambassador Pamela E. Bridgewater for reasons 1.4 (b) and (d). (C) Ambassador delivered ref B demarche February 14 to Ghanaian Foreign Minister Akwasi Osei-Adjei, stressing the need to support Kosovo's independence as soon as possible after it declares independence. Osei-Adjei indicated that Ghana has never supported secession movements. However, he said Ghana does support the right of self-determination, and said it must be clear that Kosovo has taken this decision as one of self-determination.
