(C) Ambassador delivered ref B demarche February 14 to
Ghanaian Foreign Minister Akwasi Osei-Adjei, stressing the
need to support Kosovo's independence as soon as possible
after it declares independence. Osei-Adjei indicated that
Ghana has never supported secession movements. However, he
said Ghana does support the right of self-determination, and
said it must be clear that Kosovo has taken this decision as
one of self-determination. The Foreign Minister promised to
review our points, and get back to the Ambassador later in
the afternoon. However, due to preparations for President
Bush's visit next week, the Foreign Minister was not able to
keep a follow-up appointment with the Ambassador.
