1. (C) Ghana is unlikely to take a leadership position on
Zimbabwe at the UNGA Third Committee, according to Paul
Essel, director of International Organizations at Ghana's
Ministry of Foreign Affairs. POLOFF demarched Essel
September 10, specifically raising the matter of a resolution
on Zimbabwe. Essel believes the Government of Ghana (GOG)
will adhere to the general African Union position and let
negotiations take their course, and that SADC was best placed
to move the negotiations forward. Other actions on Zimbabwe,
he believed, would not be helpful at this time.
2. (C) On Iran, Essel said that the GOG was in favor of a
negotiated solution to the on-going dispute, although he was
non-committal on support for a resolution.
