1. Reftel requested that post conduct a pre-license check of Al
Arabia Safety and Security for license application no. D401100:
Technical data relating to parts, systems, machining, and assembly
processes relating to ECCN 9A018 controlled airport firefighting
vehicles. On August 20, 2008, Embassy Export Control Officer (ECO)
met with Mr. Mohammed Ameen, Sales Manager, Al Arabia Safety and
Security at their Dubai, UAE offices.
2. Ameen provided the following information: Al Arabia Safety and
Security is one of many different subsidiaries of the Juma Al-Majid
Group (www.al-majid.com). Al Arabia specializes in fire safety and
related security products and equipment. The Al Arabia office was
part of the larger Juma Al- Majid Group enterprise and was
consistent with a well established fire safety and security
business.
3. Regarding this license application Ameen advised that the
Technical data/documentation is related to its business relationship
with Oshkosh Corporation (www.oshkoshtrucks.com),the U.S. license
applicant. Oshkosh is major manufacturer of specialty trucks which
include airport fire-safety vehicles. In partnership with Al Arabia,
Oshkosh has sold six of their Striker 4500 airport fire-fighting
vehicles to Dubai International Airport and has plans to sell many
additional vehicles for the new Dubai World Central Airport project.
Related to these Striker 4500 sales, Al-Arabia and Oshkosh are
establishing a part-assembly, systems repair, and material
warehouse/plant in Dubai which is still under construction. The
technical data related to this license application consists of
manuals/documentation for the Striker 4500 that would be used for
sales purposes to convey parts, systems, and repair requirements
with its UAE airport fire safety customers only. Ameen commented
that Oshkosh Corporation will actually be managing this new facility
and the technical data is actually destined for Oshkosh operations.
Al-Arabia will have a minimal role outside of being Oshkosh's UAE
agent. ECO also contacted Mr. Eric Buchanan, Manager for Middle East
Maintenance, Oshkosh Corporation who confirmed their business
relationship with Al-Arabia.
4. Post considers Al Arabia for Safety and Security to be a reliable
recipient/conduit for U.S.-origin technical data for this
transaction.
