Reftel A requested that post conduct a Blue Lantern post shipment verification at Airborne Systems, Dubai Airport Free Zone for application 050052052 (F-16 component parts destined for the Pakistani Air Force). Post notes that Airborne Systems was the subject of a favorable Blue Lantern check conducted on January 14, 2004 per Reftel B. Additionally, Airborne Systems was also the subject of a Department of Commerce, Dual Use Extrancheck on Aug 12, 2007 per Reftel C. ¶2. On May 26, 2008 Abu Dhabi Embassy Officer Nasir Khan and Dubai Immigration and Customs Enforcement Attache Abdul Rahman Adada met with Mr. Anurag Birla, Commercial Director of Airborne Systems FZE. Birla was helpful and showed no reluctance in providing the information requested. However, he explained that he was unable to provide information on the status of the F-16 spare parts/components relating to this specific license (application 050052052) because Airborne does not receive license numbers from Native American Industries, the U.S. Seller. Birla provided random sample copies of Native American Industries invoices to Embassy officers. However, these invoices do not have a license number on them for correlation purposes. ¶3. Birla requested that the USG contact the U.S. seller to obtain invoice copies and invoice numbers relating to license 050052052. He added that he would then be able to provide a summary of the disposition of each item. ¶4.
