¶1. Econchief delivered reftel MOU to the UAEG on February 20
for review. Econchief expressed the USG's desire to discuss
it during the February 26 experts' meeting and willingness to
sign. Executive Affairs Authority member Hamad Al-Kaabi
stated that his team would review the document and be
prepared to discuss it. He expressed doubt that they would
have authority to sign it by the February 26 meeting.
