(C) Charge raised reftel demarches on Kosovo in late January with MFA
Office Director for International Cooperation Abdul Khalaq bin Daher,
who expressed reservations about taking steps that might antagonize
Russia. While the UAE appears to have no strong feelings about
Kosovo itself, its need to balance relations with the larger powers
leads it to an ambivalent attitude about an independent Kosovo. We
are not confident that the UAEG will quickly recognize the new state.
