1. Reftel requested that post conduct a post-shipment verification
at Continental Aviation Services, Abu Dhabi, UAE for the shipment of
an Aircraft propeller assembly and parts exported as no license
required by Hartzell Propeller Inc., Piqua, Ohio.
2. On 10 Nov 2008, Export Control Officer (ECO) met with Mr. M.
Ajmal Jamal, Sales Engineer, Continental Aviation Services (CAS).
Jamal explained that CAS is an aviation parts and equipment supply
company that was formed in 1992. They are a major supplier to the
UAE Armed Forces but also supply the local aviation market. CAS only
does business in the UAE and Jamal was aware of U.S. export control
restrictions. Jamal explained that this particular propeller
assembly was for the UAE Armed Forces Special Operations Command for
one of its Twin-Otter aircraft. Jamal readily provided ECO with the
related invoices as well as a delivery note which indicates the
items were delivered to UAE Armed Forces Special Operations Command
Stores.
3. Post considers Continental Aviation Services to be a reliable
recipient of U.S. origin equipment for this transaction.
