The license applicant is Cisco Systems Inc., San Jose, CA. ¶2. On 6 Nov 2008, Export Control Officer (ECO) met with Mr. Ghassan Hassan, Sales Manager, NCR Gulf. Hassan explained that NCR (www.ncr.com) is a global network services provider that only focuses on high-profit customers. NCR had bid on a contract with the Dubai Police to replace the two main encrypted routers for its connectivity between the various branches of the Police department. Hassan readily provided ECO with copies of a detailed NCR router proposal which highlights the Cisco products under order and a copy of the Government of Dubai award of contract to NCR. ¶3.
