Reftel requested that post conduct a pre-license check at APTEC Gulf Ltd, Dubai, UAE for export license application D405919: MCS7816H3-K9-CMA2; Cisco Encryption products which are controlled under ECCN: 5A002 for National Security and Anti-terrorism reasons. The license applicant is Cisco Systems Inc., San Jose, CA. ¶2. On 5 Nov 2008, Export Control Officer (ECO) met with Mr. S. Moin, Cisco Accounts Manager, Track Distribution Middle East (TDME) which has been acquired by APTEC Gulf Ltd. (Note: ECO was able to confirm that TDME is now integrated into APTEC via press reporting.) Moin explained that Aptec/TDME is the largest distributor of Cisco products in the UAE. He explained that this particular order is for ITQAN (Al Bawardi Computers) based in Abu Dhabi. ITQAN is the systems integrator for the Government of Abu Dhabi Audit Authority's project to upgrade their voice over internet capability (VOIP). Moin readily provided ECO with copies of the ITQAN local purchase order. ¶3. On 9 Nov 2008, ECO met with a Mr. Rajesh Panicker, Network and Security consultant, ITQAN (Al Bawardi Computers) at their Abu Dhabi office location. Panicker explained that as the systems integrator for this project they are responsible for the acquisition, installation and support for the Abu Dhabi Audit Authority's VOIP network. Panicker provided ECO with copies of the Abu Dhabi Audit Authority's Purchase orders for the Cisco products. These documents indicated that ITQAN is the supplier and systems integrator for this Government of Abu Dhabi project. ¶4.
