Reftels requested that post conduct post-shipment verifications at Diagram Standard General Trading LLC, Dubai, UAE for several shipments of laptop computers exported as no license required by Sunrise Technology and Trading Corp., New Hyde Park, NY. ¶2. On 15 Oct 2008, Export Control Officer (ECO) Nasir Khan and Immigration and Customs Enforcement (ICE) Deputy Attache Bruce Swartley met with Mr. Mostafa Edalat Khah, Managing Director, Diagram Standard General Trading at their Bur Dubai offices. Khah explained that Diagram General is a wholesale computer trading company (www.diagramstandard.com) and as such they only sell to local business in Dubai. He was well aware of U.S. export control restrictions and explained that it is nearly impossible for him to track U.S. origin items once it is sold to retail trading companies in Dubai. Khah readily provided invoices for all shipments and also provided the following customer listing associated with the shipments of interest: Mohammad Mirza Electronics, Wise Electronics, Vibrant Technology, Al Hamoor LLC, Mansour Farah General Trading. Khah went on to explain that he has been doing business with the U.S. Exporter, Sunrise Technology and Trading since 2005 with the first shipment started on Aug 25, 2005 and the last on Oct 10, 2008. He queried why the U.S. government was so interested now, after all this time. ¶3. In a subsequent email exchange, Khah also advised that he had notified the Dubai Computer Traders Group, a sub-entity under the Dubai Chamber of Commerce about this end use visit and invited ECO to contact the group's Public Relations and Communications Secretary for any further inquiries. ¶4. Post considers this PSV to be limited as we are unable to establish with any level of certainty who exactly the ultimate end users are beyond the Dubai based retail traders. OLSON
