1. Reftel requested that post conduct a pre-license check at end
user: Fugro Survey Middle East, Mussafah, Abu Dhabi, UAE for
re-export license D395250: Orion Inertial Navigation System which is
controlled under ECCN: 7A103 for Missile Technology and
Anti-terrorism reasons. The license applicant is Teledyne TSS Ltd.,
Watford, United Kingdom and the ultimate consignee is listed as:
Unique Systems FZE, Sharjah, UAE.
2. On 21 Sept 2008, Export Control Officer (ECO) met with Mr. Glen
R. Mitchell, Engineering Manager, Fugro Survey Middle East. Mitchell
explained that Fugro specializes in providing survey support in
offshore, underwater environments which may include hydrographic or
geophysical surveys as well as marine oil pipeline inspections via
remotely operated underwater vehicles (www.fugro-uae.com). Fugro's
operations focus on UAE off-shore oil pipeline operations but they
also do work in other GCC countries. He stated that systems like
Orion's Inertial Navigation System (INS) were used on underwater
vehicles to determine movement of underwater oil pipelines during
inspections and assist with positioning of pipeline.
3. Mitchell was not aware of the order for the Orion INS through
Unique Systems but checked with Fugro's remotely operated vehicles
group who advised that it could have been ordered for an individual
project. He explained that it was not unusual for individual Fugro
project managers to place orders for their specific project without
others being aware. Additionally, he stated that it could have also
been ordered to do hire-out work for other offshore oil pipeline
companies in the UAE. Mitchell said he would attempt to determine
what end use/project this INS system is to be used for and provide
ECO with additional information as it becomes available.
3. Post considers this PLC to be inconclusive as Fugro
representatives were unable to provide specifics on the exact
end-use for this item at this time.
