PROPOSED 2008 PSI EXERCISE UPDATE

ZAGREB 131 ¶B. STATE 13901 ¶1. THIS IS AN ACTION REQUEST. Please see para 5. ¶2. Head of MFA's Department for International Security Sanja Bujas-Juraga advised PolOff July 16 that the GOC's National Commission for Non-Proliferation of WMD has accepted the GOC's proposal to host a Proliferation Security Initiative (PSI) exercise in 2008. ¶3. Bujas-Juraga requested USG guidance in developing scenario for PSI exercise to be held in the port of Rijeka in April or May 2008. She reported that the GoC is also seeking scenario assistance from the Polish Government. They would like the scenario to include: - interdiction at sea, - inspection of shipping containers and train cars, - discovery of WMD materials, - utilization of the U.S.-Croatia Shipboarding Agreement (requiring involvement of a U.S. ship),and - exercise of Croatia's export licensing process. ¶4. Bujas-Juraga noted that the GoC's lead agencies for this exercise -- Customs, Police, and MFA -- have each appointed a POC and two deputies to serve on an exercise planning committee. She noted that they needed to urgently begin scenario development in order to properly plan the exercise budget. ¶5. ACTION REQUEST: Post requests designation of Department POC for Croatia's PSI exercise and guidance on scenario development by August 10. END ACTION REQUEST. BRADTKE
