PolOff delivered reftel dipnote to MFA Head of Dept for International Security Sanja Bujas-Juraga on July 13. She informed PolOff July 27 that she had forwarded the USG proposal to all relevant ministries and would provide reactions soonest. ¶2. COMMENT: Bujas-Juraga seemed interested in proposal as way to speed up assurance process, but expressed some hesitation at how this might restrict their outreach to Croatian private industry on non-proliferation matters, such as education based on USG/EXBS-origin training. PolOff advised that this agreement did not apply to such EXBS training but rather material acquired via Foreign Military Sales, but Post may have to do additional outreach within other ministries before the GOC will be ready to make these blanket assurances.
